PROJECTS

Alaska Regional Hospital Projects*

Mr. Fredeen served as the hospital's project manager from design through closeout on the Entry Lobby Remodel Project, which involved the demolition and replacement of finishes in the main entry lobby while keeping it operational for patients, staff and visitors. Significant coordination was required to ensure noise and dust were addressed and all work was performed at night to mitigate disruption. Project was delivered on-budget and on-schedule. Contractor was KC-Corporation.

Mr. Fredeen also oversaw several other projects at Alaska Regional, including significant upgrades to the Sterile Processing Department, abatement and contractor procurement for the 6th Floor Remodel, a new Surgery Lounge and others.

Ted Stevens Anchorage Int'l. Airport*

Under subcontract to PB Americas/ADOT&PF, Mr. Fredeen served as on-site, mechanical field engineer on the South Tower Seismic & Security Retrofit; Phase I ($43M) and Phase II ($150M) – Concourses ‘A’ and ‘B. This involved significant field coordination with TSAIA operations staff, the general contractor, subcontractors and the project management team. Mr. Fredeen's oversight included plumbing, mechanical, sprinkler and controls trades. He was significantly involved with pre-functional checkouts and functional testing as part of the commissioning team. For both phases, the project delivery methodology was CM-GC and the contractor was PCL and the architect was RIM Architects.

Yukon Fire Crew Camp*

Served as owner's representative from concept through closeout for the construction of a permanent camp for Chugachmiut's Type II, wildland fire crew based in Kenai, Alaska. The scope of work included seven individual cabins and a central cooking, training and showering facility that would serve 28 full-time wildland fire fighters. Mr. Fredeen facilitated scoping and design review, managed procurement & award of the design-build contractor, performed progress inspections, utility coordination and closeout. The project utilized a design-build delivery methodology and the contractor was G&S Construction.

GCI TERRA Program*

Mr. Fredeen served as RUS Contract Administrator on GCI's TERRA-SW team ($88.1M); Financial Analyst for GCI's TERRA-NW/Phases I & II Projects ($34.9M); and Principal in Charge over several staff working on these projects as well as TERRA-NW Phase III ($27M); TERRA-Yukon ($12M); Ring Closure Phases I & II ($36.9M); Nome Villages ($16M) and Kotzebue Villages ($14.3M). This major program built a hybrid fiber-microwave network from Homer, through Lake Illiamna to Bristol Bay and connected the existing UUI DeltaNet, and then continued northward to Nome and Kotzebue. Additional phases extended the network along the Yukon River to Tanana to close the loop. The program had a total duration of about seven years.

Yuut Elitnaurviat - The People's Learning Center*

This design-build project constructed a new 68-room, 8,800 ft2 dormitory for a vocational education school in Bethel, Alaska. Mr. Fredeen oversaw pre-construction, including developing the design-build solicitation and managing the procurement phase and performing design review. As Principal in Charge, he supported a field inspector during the construction phase. The design-build contractor utilized modular construction, which allowed the project to be completed ahead of schedule and on-budget.

St. Andrew Parish*

Mr. Fredeen served as the owner’s project manager on this $11M CM-GC project in Eagle River. The building committee, composed mostly of lay people, hired the project manager as the first consultant on the multi-year project, which was identified as a success factor during the lessons-learned workshop. Mr. Fredeen educated the building committee on the various construction phases and risks, and developed RFPs and oversaw the competitive procurement of the A/E team, contractor, liturgical consultant as well as the furnishings. After pre-construction, which involved some difficult VE and contractor coordination, he oversaw the construction phase, including tracking scope, schedule, budget and quality.
